Shay's Sheep and Goats on NPL Even on NPL, all water must be hauled by truck, including the water in this trough, thanks in part to Peabody's illegal use of the aquifer. As a remedy, the BIA capped Dine'h wells and forbid their use. Navajo Nation Utilities says that it does not yet have a contractor to dig the ditches and run the water lines to residents on NPL.
